TipSheet: This week’s Council Committees
Monday, June 8, 2015 by Elizabeth Pagano
As part of our ongoing attempt to keep readers up to date with all that is going on at City Hall, we will now be offering weekly tip sheets for City Council committees. As usual, we will be offering highlights of the meetings, with links to the entire agenda.
Economic Opportunity Council Committee
Monday, June 8. Agenda here.
5. General briefing on the Major Events Trust Fund and the Regular Event Trust Fund, including the role of the City and of the Circuit Events Local Organizing Committee (CELOC).
Monitor’s take: This Council has already considered the state’s Major Events Trust Fund in specific relation to the X Games. We covered that here and here. Now the Economic Opportunity Committee will take a look at the funding mechanism, and the city’s role in relation to it, in a much more general sense.
7. Discuss and consider taking action on the City’s living wage policies regarding non-construction sub-contractors, construction contractors and sub-contractors.
Monitor’s take: Led by Council Member Greg Casar, City Council initiated the process of mandating a living wage for employees last month. Now the issue of a living wage for city contractors and subcontractors is in committee.
Planning and Neighborhoods Council Committee
Tuesday, June 9. Agenda here.
3. Consider and develop recommendations related to permitting Accessory Dwelling Units (ADU).
Monitor’s take: After languishing in their Codes and Ordinances committee for a while, a more finely tuned version of new Accessory Dwelling Unit regulations are heading to Council. As far as we can recall, this is the first major code amendment the new Council will consider, and it’s a doozy, with plenty of support and opposition. We’ve covered ADUs plenty in the past; for a refresher you can read more here, here and here. You can also check out our recent radio show on the topic here.
4. Consider and develop recommendations related to permitting requirements for non-peak hour concrete installation within portions of the Central Business District (CBD) and Public (P) zoning districts.
Monitor’s take: Interim downtown concrete pouring regulations are set to expire this month. At its last meeting, the planning committee spent a long time discussing the issue, and will probably do the same again on Tuesday. We’ve been all over concrete-pouring in the past, covering it here, here and also here.
5. Consider and develop recommendations relating to the City’s visitability requirements.
Monitor’s take: It’s been a while since we’ve covered this issue, but the last time Council took up the issue of visitability (in terms of building regulations) we covered it here.
City Council Budget Work Session
Wenesday, June 7. Agenda here.
1. Briefing and discussion related to the City’s five-year financial forecast.
Monitor’s take: The homestead exemption vote may be behind them, but there is still a lot of the budget to talk about. At last week’s budget session, Council members agreed to go past noon, but didn’t settle on a specific end time.
