Washington, Hayes promoted

Mark Washington was promoted to assistant city manager on Thursday, after serving in that position on an interim basis for more than a year. City Manager Marc Ott announced the promotion, along with several other changes. Washington will continue to oversee his current departments, which include Building Services, Communications and Technology Management, the Convention Center, Fleet Services, Human Resources, Labor Relations and Telecommunications and Regulatory Affairs. Joya Hayes, who has been acting director of the Human Resources Department for the past year, was rewarded for her “sound leadership” by a promotion to director. Kim Springer-Olivares was named to the relatively new position of chief performance officer. She had been serving in that capacity on an interim basis and previously served as deputy budget officer. Parks and Recreation Department Assistant Director Cora Wright has been tapped to serve as the interim director of the Austin Code Department. Wright will take over from Carl Smart on Aug. 12, the memo said.
