Those curious about why City Council Member Ellen Troxclair has been off the dais during this week’s budget discussion haven’t been paying very close attention. Troxclair has a very good 6-pound, 15-ounce reason to be home for a bit. The Austin Monitor welcomes Juliette Troxclair, born Sept. 3, to our ever-growing city.
