RT @AJ_Bingham: “Austin’s next mobility challenge: downtown parking” (via @AustinMonitor) https://t.co/464k4lERQS @DowntownATXInfo #parking… June 22, 2017 10:00 AM
Good morning, it’s #atxcouncil’s last meeting before the summer break. We wouldn’t miss it for the world! June 22, 2017 10:01 AM
Now on to the consent agenda — Pulled: Items 3 (for staff presentation) 8, 14, 15, 30, 33, 35, 40, 41, 43. June 22, 2017 10:14 AM
It looks like interim city manager Elaine Hart will be getting a salary of $300,804. June 22, 2017 10:14 AM
Zenobia Joseph now asking about a change that will have Citizen Communication sign up two weeks in advance. June 22, 2017 10:19 AM
CM Pool says that it opens two weeks in advance, but doesn’t close then. Joseph says the backup is confusing (this is totally true!) June 22, 2017 10:21 AM
This is really a result of Council changing their own posting rules. Looks like it will open two weeks before the meeting, but not close. June 22, 2017 10:22 AM
MPT Tovo takes a minute to register her opposition to changing posting rules, thinks it is going to be confusing for everyone. June 22, 2017 10:23 AM
cubbie9000 "@austinmonitor huh?"
@cubbie9000 What kind of question is that? June 22, 2017 10:25 AM
Flannigan no on 38, Houston abstains on 38 June 22, 2017 10:27 AM
CM Troxclair is absent. June 22, 2017 10:27 AM
Item 14
At the request of CM Alter, Item 14, which is the Texas Capitol revamp, will be taken up in executive session before discussion. June 22, 2017 10:28 AM
cubbie9000 "@austinmonitor I hadn’t heard of this strange new #citcomm proposal."
@cubbie9000 Mayor stressed that it is “iterative” (so take-backsies are allowed.) June 22, 2017 10:30 AM
maguzmanma "@austinmonitor I’m curious as to why Item 43 pulled."
@maguzmanma Stay tuned! June 22, 2017 10:33 AM
Item 8
Talking bus stops over here… a new fancy bus stop at the airport, to be precise (Item 8) June 22, 2017 10:35 AM
CM Houston points out that the airport/ transit is for everyone, should talk to community about whether guitar shelter is practical. June 22, 2017 10:36 AM
breathesgelatin "@austinmonitor Would seem to be counter to purpose of CitComm??"
@breathesgelatin That was Joseph’s argument, for sure. Seems to be a necessary result of changing their own posting rules… June 22, 2017 10:38 AM
Item 15
Kind of an interesting discussion around Item 15 — will spend $100,000 to evaluate ISD STEM programs to get a full picture of programs June 22, 2017 10:50 AM
EDD director explains that there are a lot of programs, companies, and non-profits doing things in schools, but its all kind of piecemeal June 22, 2017 10:51 AM
“Right now we are funding things instinctively” he says. June 22, 2017 10:51 AM
CM Garza is not on board with the idea that the city is funding things “instinctively” — there are plenty of metrics. June 22, 2017 10:59 AM
CM Garza thinks that $100,000 is a lot to find data, maybe someone else could fund? June 22, 2017 10:59 AM

Thursday, June 22, 2017 11AM

Johns explains they know how much $ to train people, but this is trying to establish a ROI on students… “empirical data” June 22, 2017 11:01 AM
In the past, this view of social services has been problematic, to say the least. June 22, 2017 11:02 AM
(( In a nutshell, the services that help those with the most challenges tend to not have a great “person ROI” #atxcouncil )) June 22, 2017 11:06 AM
Aloha_Analytics "@austinmonitor @JackCraver Not new just expanding what hasn’t worked."
@Aloha_Analytics @JackCraver Oh, I read this as the meaning of “program” that is more like “agenda” or “scheudle” (… https://t.co/xBS7JnJ10Y June 22, 2017 11:11 AM
Some reluctance on the dais to commit funds out of the budget system. Johns saying that there are companies ready to invest, need data first June 22, 2017 11:14 AM

In the meantime, you can catch up here: https://t.co/5PN0UXZ2JF June 22, 2017 11:36 AM
Item 40
Now talking Item 40 — which would create a Charter Review Committee — mostly dates at the moment. June 22, 2017 11:51 AM
CM Casar made amendment that would allow for “an expansion of scope” that would need Council approval. June 22, 2017 11:52 AM
So, basically, if they want to take up something not in the resolution, they could ask for a change in scope (or through Council resolution) June 22, 2017 11:53 AM
From Alter: no lobbyists! Whole thing passes unanimously June 22, 2017 11:54 AM
Item 33
On Item 33 now — the “close down Congress Ave” for a Ciclovia party resolution. June 22, 2017 11:55 AM

Item 15
Talking now about Item 15 — $100,000 to study “youth-focused” programs in the city, trying to establish which ones are working June 22, 2017 03:02 PM
CM Pools asks whether they need city involvement or whether the LBJ can finance the study. The answer is no, not this year. June 22, 2017 03:04 PM
austinmonitor "CM Pools asks whether they need city involvement or whether the LBJ can finance the study. The answer is no, not this year."
LBJ *school* June 22, 2017 03:05 PM
By the way, here’s the proposal: https://t.co/8uKvpIROd8 June 22, 2017 03:07 PM
Austin’s next mobility challenge: downtown parking. Read More (via @cubbie9000): https://t.co/4tMlCIe23d June 22, 2017 03:07 PM
Now it sounds like this study will look at one program in detail, was described as a citywide look at all of the STEM programs this morning. June 22, 2017 03:09 PM
Oh, apparently there are two components — the other side of this study would look at all of the programs. June 22, 2017 03:09 PM
CM Garza reiterates a wish to fund actual programs in this tight budget year, rather than studies about programs. #atxcouncil June 22, 2017 03:12 PM
So, the $100,000 is in this year’s budget. $50,000 has been allocated already. But the rest is in the EDD budget. June 22, 2017 03:36 PM
Amendment to negotiate the contract, but bring back before execution. That does not pass. June 22, 2017 03:37 PM
Item 15
Item 15 passes 7-3 with Garza Pool and Tovo voting in opposition. June 22, 2017 03:38 PM
Item 14
Now on to item 14, which will give about $6.9M in fee waivers to the state for phase one of their Capitol master plan. June 22, 2017 03:39 PM
CM Kitchen is voting no, does not think there has been enough time to consider it, or to allow for public input. June 22, 2017 03:40 PM
David King agrees with Kitchen, doesn’t appreciate the rush on these fee waivers for the state #atxcouncil June 22, 2017 03:42 PM
Passes 6-2-2 Kitchen and Houston vote no, Garza and Pool abstain. June 22, 2017 03:44 PM
Kitchen also made the point that the state did not need an answer until August. June 22, 2017 03:45 PM

ChrisBBradford "Basically, a penalty on an seeking up-zoning. https://t.co/LrOytRcrwH"
@ChrisBBradford Well, the tax exemption *is* for preservation. June 22, 2017 04:02 PM
Basically a work group was convened to discuss the policy behind this contract, sparked by this contract. The work group is not done. June 22, 2017 04:03 PM
So @LesliePoolATX is suggesting the city negotiate the contract, with a plan to execute it at the same time the group report is done? June 22, 2017 04:04 PM

RT @lisa_dreher97: Lots of talk about density bonuses (!!) https://t.co/DbMycm0AXd June 22, 2017 05:15 PM
.@kathietovo says it’s more important “to do it well and do it well” than to meet the April deadline (though that would be nice.) June 22, 2017 05:18 PM
Don’t worry folks, the CodeNEXT Monitor will keep you aprised in the meantime. June 22, 2017 05:18 PM

… with a little shade about new public comment rules as a bonus. #thanksroy June 22, 2017 05:27 PM
.@kathietovo wants to know why everyone is suspicious of the Zoning and Platting Commission. June 22, 2017 05:29 PM
.@GregCasar clarifies this is more about notice, rather than changing a process, the Planning Commission (factually) is required to vote June 22, 2017 05:31 PM

Austin City Council: The Austin City Council is the body with legislative purview over the City of Austin. It offers policy direction, while the office of the City Manager implements administrative actions based on those policies. Until 2015, the body contained seven members, including the city's Mayor, all elected at-large. In 2012, City of Austin residents voted to change that system and as of 2015, 10 members of the Council are elected based on geographic districts. The Mayor continues to be elected at-large.
