Also congrats to Parks director, Sara Hensley, who will be taking her place. March 02, 2017 10:18 AM

A note: This meeting is the last before “spring festival season,” so the next meeting is March 23 & this one will prob. be looooooong. March 02, 2017 10:26 AM
brennangriffin "At the rate high level staff are leaving, pretty soon some intern will be running half the city. https://t.co/8Y49JmjRU2"
@brennangriffin circle of life March 02, 2017 10:26 AM
Now David King is up, talking about the new LGBTQ commission that is being formed today. He’s for it! March 02, 2017 10:27 AM
Item 38
Right now talking about Item 38, a Thornton Road “vision plan” — a new concept introduced by @D5Kitchen she wants it considered by CodeNEXT March 02, 2017 10:30 AM
At any rate, questions that came up about it during work session seem to be resolved, after a few changes. So that’s a thing! #atxcouncil March 02, 2017 10:32 AM
@CM_Renteria is voting in favor of 37, which will study the Rosewood CVC over the Brackeridge site, but urges everyone to be quick about it. March 02, 2017 10:35 AM
.@EllenforAustin voting no on 2, 3, 20, 28, and 35. March 02, 2017 10:37 AM
Now talking about the expedited permitting program. #atxcouncil setting the fees and terms of the program. March 02, 2017 10:39 AM
Oops, sorry! Still on my morning coffee. https://t.co/hQAWKBYkqb March 02, 2017 10:40 AM
RT @PointAustin: The disaster continues: “Sexual Assault Advocates Demand Answers for Rape Kit Negligence” https://t.co/78uv7YxS1F via @aus… March 02, 2017 10:47 AM
Right now talking about the standards for larger, phased developments. Basically, whether they are bundled, and how to track them over years March 02, 2017 10:51 AM
DanKeshet "@taygoldenstein Was this the one that goes through Central Health’s site? @austinmonitor @TopherJNeely"
.@DanKeshet @taygoldenstein @TopherJNeely Yep! The solution was to rush that study. It will be back on March 23. Others August 17. March 02, 2017 10:52 AM
The concern here is that developers could break up bigger projects, giving them a way out of the standards. March 02, 2017 10:54 AM
TopherJNeely "@austinmonitor @DanKeshet @taygoldenstein city manager is to come back with rec’s on entire study by 5/18 according to ord. lang"
.@TopherJNeely @DanKeshet @taygoldenstein That was just amended. https://t.co/uZJc8gtd2J March 02, 2017 10:55 AM
.@GregCasar asks to pass the item now, in the interest of speed, and then take a look at whether this loophole will really be exploited March 02, 2017 10:58 AM

Thursday, March 02, 2017 11AM

City Atty Lloyd explaining that the ordinance covers site plans, which would tie phased developments together. March 02, 2017 11:03 AM
.@Alison_Alter is skeptical. Right now Dev. Services director saying its all about intent, and how the ordinance is read. March 02, 2017 11:06 AM
“When we are all gone, we don’t want to have to worry about what the interpretation is.” @D5Kitchen, thinking ahead/ morbidly. March 02, 2017 11:07 AM
.@LesliePoolATX suggests a memo on interpretation could memorialize it. Something that’s done, but does also make people crabby. March 02, 2017 11:09 AM
Now getting around to speakers on expedited permitting. (Items 8 and 9, by the way.) March 02, 2017 11:10 AM
Bo Delp, with @workersdefense is up now. Impressed by the process to get to this point, in favor of resolution. March 02, 2017 11:12 AM
However, Delp wants WDP’s Better Builder Program to be name-checked, and required in some cases to make sure developers don’t self-regulate March 02, 2017 11:12 AM
.@JimmyFlannigan says he hopes to include the particulars of Better Builder Program, codifying it in city code, essentially. March 02, 2017 11:16 AM
.@JimmyFlannigan “does not believe self-regulation is a thing” That’s why they have to regulate. https://t.co/6hDO8qXMyB March 02, 2017 11:19 AM
This discussion… does not bode well, in terms of how long this meeting is going to be. #atxcouncil March 02, 2017 11:21 AM
@RECA_Austin up now, emphasizes that the current thing is a good starting point, at least, and that everyone agrees on it. March 02, 2017 11:30 AM
RT @austintexasgov: #ATXCouncil now discussing items 25 & 26 re: contracts for security services at City facilities. https://t.co/GMRRoknax1 March 02, 2017 11:43 AM
The discussion about expedited permitting will continue after lunch #atxcouncil March 02, 2017 11:45 AM
cubbie9000 "@JaceDeloney @austinmonitor Of course, this was from April. My update on the latest developments is coming out on Monday."
@cubbie9000 @JaceDeloney Shhhhhh. March 02, 2017 11:51 AM
The issue with this contract basically boils down to whether or not is in line with the city’s living wage policies (and whether it must be) March 02, 2017 11:57 AM

Thursday, March 02, 2017 12PM

We’ll catch up with this after some restorative tacos. #atxcouncil March 02, 2017 12:05 PM

#atxcouncil is back, taking up changing speed limits and then probably moving on to composting contract. March 02, 2017 01:46 PM
Apparently, it’s in no one’s interest to create a speed trap. Casar is making sure the speed limit change won’t do that. #atxcouncil March 02, 2017 01:49 PM

.@EllenforAustin is offering an amendment, addressing work session comments. March 02, 2017 04:16 PM
The changes to the affordability plan are kind of lengthy, but the details are online here: https://t.co/KafXFECwQT March 02, 2017 04:20 PM
Right now CM Garza is pointing out the impact this could have on an already tight budget. Says lower-income advocates not included in proces March 02, 2017 04:25 PM
Garza points out that the tax issues aren’t really all on the city, notes $400 million subject to recapture. March 02, 2017 04:29 PM

Opponents here are mostly saying a lot of the plan is already underway, and that which isn’t could have unintended costs. #atxcouncil March 02, 2017 05:02 PM
Very important to keep in mind during discussions like this. Thank you! https://t.co/gf9m8wWnTY March 02, 2017 05:02 PM
Brief discussion about whether “indefinite postponement” is a passive aggressive way to kill something. #sometimes March 02, 2017 05:11 PM
.@EllenforAustin maintains that an item from Council has never been indefinitely postponed… March 02, 2017 05:17 PM
“We can never make anyone happy” — funny Freudian slip? March 02, 2017 05:18 PM
City Manager Elaine Hart notes that she’s never seen an omnibus resolution like this before. March 02, 2017 05:21 PM
Hart says a lot of what the resolution asks them to do would have been done anyway, this was just another format to pay attention to. March 02, 2017 05:21 PM
Vote to cut off debate fails. Debate continues! March 02, 2017 05:23 PM
The affordability plan has been postponed indefinitely. #atxcouncil March 02, 2017 05:27 PM
What is the distinction between individuals and people? Honestly curious. #atxcouncil March 02, 2017 05:27 PM

breathesgelatin "@austinmonitor “individuals” often preferred language of social science. Implies more agency/uniqueness, not just a mass."
@breathesgelatin Yeah, that was kind of what I was guessing? I’m impressed at the attention to that detail. March 02, 2017 06:35 PM

Thursday, March 02, 2017 7PM

BTW: vote for the indefinite postponement of the affordability plan was 6-5, with Troxclair, Flannigan, Houston, Kitchen and Adler against. March 02, 2017 07:00 PM

Gavino Fernandez up now. Says there are no bars on fifth street, but Yellow Jacket Social Club is next door. Come on. March 02, 2017 07:04 PM
Also, I think Tamale House fronts on Sixth Street. You know, next to the brewery? Across from The Grackle? #journalistsdrink March 02, 2017 07:05 PM
Probably worth noting that Tamale House heir Jose Valera was a candidate for City Council in District 3. March 02, 2017 07:08 PM
austinmonitor "Probably worth noting that Tamale House heir Jose Valera was a candidate for City Council in District 3."
.@austinmonitor (Heir is kind of a dramatic word here. Having trouble with the 140 characters.) March 02, 2017 07:09 PM
Ron Thrower up now, repping Tamale House. Planning Commission approved CUP 12-0. March 02, 2017 07:14 PM

“Tamale House belongs in East Austin” March 02, 2017 07:21 PM
.@GregCasar says he’s largely convinced the appeal doesn’t meet standards and thanks family for work in the community. March 02, 2017 07:28 PM
.@CM_Renteria says that his daughter lives in the Saltillo Lofts across the street, appreciates Tamale House. March 02, 2017 07:29 PM
Appeal denied unanimously. Much applause. Tamale House will continue to stay open late. #atxcouncil March 02, 2017 07:29 PM
Item 61
Thornton II case up now, item 61. #atxcouncil March 02, 2017 07:30 PM
muelleratx "@austinmonitor The Tamale House Heir has a certain something to it though. . ."
@muelleratx For sure! I just remembered that I was tweeting as the Ghost of the Austin Monitor, which has a certain amount of gravitas. March 02, 2017 07:41 PM
hoffberger "@austinmonitor which tamale house?"
@hoffberger I think there’s only one left — on Fifth. March 02, 2017 07:41 PM
Glen Coleman up now, relieved to finally be telling the story of Thornton II March 02, 2017 07:41 PM
Most of the fight here are about car trips, which is a tough sell to our attention span. #atxcouncil March 02, 2017 07:43 PM
Now Coleman is discussing the compromises that have been made after a long process with the neighborhood. March 02, 2017 07:47 PM
“We have shrunk this project down by half, and there is a point where we will just go broke.” says Coleman March 02, 2017 07:52 PM
Speaker now is visually impaired, talking about the difficulty of walking to the bus on a busy, narrow road. “It already feels dangerous” March 02, 2017 07:58 PM

Thursday, March 02, 2017 8PM

Coleman says they need MF4 zoning on this reading if they are going to move forward. March 02, 2017 08:17 PM
.@D5Kitchen moves to approve MF2 on second reading, but developer says they can’t move forward under that zoning. Will do office building March 02, 2017 08:21 PM
New motion on the table: MF4 March 02, 2017 08:24 PM
MF4 up for a vote now. Fails. March 02, 2017 08:31 PM
Now MF2 on second reading only. Passes unanimously. That’s staff recommendation, by the way. March 02, 2017 08:32 PM
Item 70

Item 40
Plaza Saltillo up now, @CM_Renteria explaining that Item 40 would have more affordable housing built in the Saltillo TOD March 02, 2017 09:31 PM
Quick summary of changes: 41 affordable units, two will be two bedrooms. City can subsidize another 10 percent as affordable. 1/2 March 02, 2017 09:36 PM
Also, for CURE (up to 125 foot tower) with fee-in-lieu and $1,080,000 to housing trust fund. March 02, 2017 09:37 PM
CapMetro will match city contributions, but won’t contribute if city doesn’t, and then Endeavor can’t build 125-feet. #atxcouncil March 02, 2017 09:38 PM
.@CM_Renteria notes the only change is the added height, which comes with more money for affordable housing. Can’t have one without other March 02, 2017 09:41 PM
Where is the city’s money coming from, though? That’s the question now. #atxcouncil #plaza March 02, 2017 09:52 PM
.@LesliePoolATX asks why Endeavor doesn’t just pay for the 15 percent of affordable housing. “Help me!” she says. March 02, 2017 09:54 PM
CM Garza isn’t excited about any of the options in front of them. March 02, 2017 09:56 PM
Garza has “big concerns” that CapMetro felt like they had to contribute to affordable housing, as a public entity, instead of Endeavor March 02, 2017 09:59 PM

Thursday, March 02, 2017 10PM

Michele Haussmann up now for Endeavor, excited to move forward with project & get started. #atxcouncil March 02, 2017 10:01 PM

Speakers up now. First person is someone not too happy with the current plan. March 02, 2017 10:11 PM
Fun fact: did you know that I’m actually editing the @austinmonitor while doing this? Must pause to edit a story about today’s #SXSW mess March 02, 2017 10:18 PM
Related: Your @austinmonitor will have a great story about that sxsw mess in, like, two hours. March 02, 2017 10:20 PM

Thursday, March 02, 2017 11PM

Council now deliberating the vote. @MayorAdler talking about all the priorities that are being balanced, will support Renteria’s motion. March 02, 2017 11:16 PM
Also @TheeChad ‘s South by South Mess story is really fun! March 02, 2017 11:16 PM
Adler notes the millions in community benefit, comfortable with how it’s being divided, hopes that it really happens as promised now. March 02, 2017 11:18 PM
CM Houston up now, suspects “growth is to fuel growth” and displace people. Worried about those who bet on density as a solution. March 02, 2017 11:19 PM
CM Houston talking about the history of the area, which was once an Af. American community called Masontown, and impact on current area. March 02, 2017 11:21 PM
CM Houston “I said last time, I didn’t know who I was most disappointed in… I don’t think you all hear the pain in people’s voices.” March 02, 2017 11:24 PM
CM Houston notes that new developments don’t have room for her, those like her. Will not support development. “I am upset tonight.” March 02, 2017 11:25 PM
.@CM_Renteria says he grew up there, and it was a toxic, industrial area that took a long time to clean up. March 02, 2017 11:26 PM
“It was not a pretty site at all. My people, who I grew up with, are gone.” — CM Renteria, “my best friend cannot live in his neighborhood” March 02, 2017 11:27 PM
“I’ve been waiting over 50 years for a better deal.” — CM Renteria March 02, 2017 11:30 PM
Now MPT Tovo is emphasizing the need for family housing, citing struggling schools. March 02, 2017 11:36 PM
Would ask for half of the 41 affordable units to be bigger. March 02, 2017 11:37 PM
Tovo’s amendment is adopted. March 02, 2017 11:39 PM
Pool is going big, asking Endeavor to make 15 percent of their units affordable, seconded by Houston. March 02, 2017 11:41 PM
Oh snap, Endeavor says that with Tovo’s amendment, the project cannot be built. Scattered applause. March 02, 2017 11:42 PM
Garza has to at least support the two-bedrooms. “There will be a developer that will do it” if it goes back to RFP bidding process. March 02, 2017 11:45 PM
Pool amendment Houston, Pool, Tovo, Alter in favor. ((Useful knowledge for future cases with valid petitions, I’ll bet!)) March 02, 2017 11:47 PM

Austin City Council: The Austin City Council is the body with legislative purview over the City of Austin. It offers policy direction, while the office of the City Manager implements administrative actions based on those policies. Until 2015, the body contained seven members, including the city's Mayor, all elected at-large. In 2012, City of Austin residents voted to change that system and as of 2015, 10 members of the Council are elected based on geographic districts. The Mayor continues to be elected at-large.
